ITANAGAR, Jan 14: A team of AdiSU today distributed relief materials to the fire victims at Pangin village in East Siang district. AdiSU said at least 17 houses were gutted down in a devastating fire at Pangin village on January 10. Govt officials and Panchayat members were present during the relief distribution.

The delay was attributed to existence of five high tension power line passing through the rail track and delay in getting forest clearance at Gumto area, said Sharma. According to him, 98 percent of the project works have been completed and the NFR will be ready to start the formal passenger train service by April next subject to clearance from Commissioner of Railway Safety (CRS).
“There are some high power lines crossing the railway alignment,” he said and informed that the state Power Department has assured to realign these before March 15.
To a question, Ligu said that the state government would put a mechanism in place for checking the Inner Line Permit (ILP) of passengers.

Taraso people disappointed with Assam media
ITANAGAR, Jan 14: The Tarasso Circle Peoples’ Forum (TCPF) has expressed disappointment that the various Assam based media houses have been propagating untruth, biased and one sided stories about the recent dispute related to illegal encroachment at Tarasso.
In a release, while saying that the Assam based media houses are instigating the people of Assam to create communal disharmony in the border area by presenting only one sided story, it suggested that the media persons from both the affected states should make a joint visit to the area to know the ground realities.
“We strongly warn those journalists and media houses for publishing and showing provoking news to be held responsible for any untoward incident in the near future”, it apprised.
Claiming that more than 1400 people from Assam are camping inside the jungle of Taraso circle and clearing the forest for settlement, it urged upon the people from Assam serving in Arunachal in government sector as well as the private sector to impress upon the Assam government and their community to stop the illegal encroachment and maintain status quo as directed by the Supreme Court.
If any eventuality or untoward incident happens to our people residing in the border area then there may some unfortunate atmosphere arise in our cordial relationship, it said.

Finding solution to high suicide rate

ANINI, Jan 14: Though a recent study suggests that the Mishmi (Idu) population in Dibang Valley and Lower Dibang Valley district could possibly have the highest suicide rate in the country, the subject has remained less explored and discussed.
In order to bring awareness to this situation and to initiate discussion on the topic, the community apex body – the Idu Mishmi Cultural and Literary Society (IMCLS) held large public meetings in several towns and villages in Dibang Valley district during the first week of January to discuss on the issue.
The public gathering was part of IMCLS first leg of tour to Mishmi (Idu) inhabited areas in Dibang Valley district held from January 2 to 10. A study by Dr Tarun Mene, a research scholar from Rajiv Gandhi University (RGU) in 2012 reported that the community has seen more than 226 suicide cases in less than four decades.
In the past 30 days alone, the community has seen three suicide cases – one in Lower Dibang Valley and two in Dibang Valley district. As per the 2011 census, the Mishmi (Idu) tribe has approximate population of 13,000 and prevalence of high suicide rate in a small community had alarmed the apex body.
The IMCLS meetings had discussion on other topics as well including on suicide to raise awareness about the importance of suicide prevention as well to come up with solutions to deal with the issue. One important reason attached with high suicide rates in the community, said Enju Linggi, President, IMCLS is the ‘cultural factor.’ “Suicide in the community had been an accepted practice,” he said. Linggi’s observation could be based from the fact that the practice of euthanasia had prevailed in the community, where people willing to die of old age or severe illness are laid to rest in their burial place.
Such findings has been observed and documented by academicians from the community like Dr Rajiv Miso, Assistant Professor, Government College, Yachuli and administrators TK Bhattacharjee, who had served in Dibang Valley district as Additional Deputy Commissioner during 1980s.
As deterrence to acts of suicide, Linggi said suicide in the community should be condemned. Person dying of suicide cases must not be accorded with the same death rituals as followed for normal or accidental deaths, he said. Linggi cited examples from other tribal communities, where person committing suicides are condemned and their body put to all kind of shames. “Such practice of course,” he said “Cannot be brought overnight in the community and needs further debates and discussion.”
While some academicians and activists in the state believes that the cause of high rate of suicide in the Mishmi (Idu) community is due to traditional restrictions on marriages among close kinship relations, where restriction is imposed in both patrilineal and matrilineal sides, the outcome of series of IMCLS meetings held denied such causes.
“The cause of suicide in the community can be attributed to multiple factors and cannot be limited to a single factor,” said Razzeko Dele, Assistant Professor, IGG College, Tezu.
“In every person’s life, in some moments, a person may feel like committing suicide for love, but such feelings are easily overcomed,” said Dele. “So what had lacked on those people committing suicide is the right amount of emotional support and guidance.” He said that lack of education and exposure is the prime reason for suicide and not kinship restrictions in marriages as generally people would like to reason.
This argument is supported by a study that show that cases of suicide behavior in
primitive world are at higher rate compared to general urban population. To generate
greater understanding on the issue of suicide in the community, Rajiv Mihu, General
Secretary, IMCLS called for more in-
He cited a recent study by Department of Anthropology, University of Delhi on high rate of suicide attempts among Mishmi (Idu) tribe, where it was observed that in earlier studies on the subject, evaluation of psychological traits were lacking.
Depression and gender turned out to be significant determinants of suicide attempt among Mishmi (Idu) population according to the study, he said and urged for a psychiatry clinic and mechanism of recording suicide cases in Dibang Valley district.
Stressing on the need for psychological counseling among youths who are attempting suicide, IMCLS women wing member Desai Linggi said that family status is a major determinant of suicide attempts. “If we study the background of person committing suicide or person succumbing to drug addiction, they mostly come from broken family or where elders have failed to provide them proper guidance and support,” she said.
In order to address such psychological factors that contribute to suicides, IMCLS during its tour called on each individual community members to shoulder responsibility to ensure that every member has the right to necessary support and resources to overcome emotional distress.
It encouraged suicide prevention through discussions on suicide with compassionate and non judging attitude, and called for developing action plans and capacity building activities for community members to prevent suicides.

While expressing dissatisfaction over the sluggish progress of Trans Arunachal Highway form Nechiphu to Hoj, he warned the local people not to create impediments as this highway will be their lifeline. After the road is constructed many opportunities can be harnessed in the form of establishing hotels, tyre repairing unit, garages, etc. He also appealed the local administration to find out amicable solution to reduce law and order problem to ensure smooth construction of road project. Rewind your past life
Dear Editor,
Through your esteemed daily, I want to urge govt. officers of our state to rewind their past life. It is a fact that most of present officers use to live miserable life once upon a time. They also visited door to door of every department in search of job. They have gone through a lot of hardships and troubles in the past.
By god grace, they have good position in the state government at present. They are living a luxury life, owns SUV cars, bungalows, multi storey buildings etc. Now it seems that they have forgotten their past life as they are rejecting genuine candidates and appointing illiterate and bad mouthed people recommended by politicians.
There are many talented job seekers roaming here and there looking for job opportunity. They are highly qualified, most of them are M.A, M.SC, MBA etc degree holders. They are assets of our state and the government should use these assets in developmental activities.
But it is not happening in our state because of favouritism and discrimination. Hence I request all the head of departments to rewind their past hardship life and then take their decisions rationally.

Dear Editor,
In today’s edition, a news item was carried informing that Chief Minister has flagged off six Scorpios for Zilla Parishad Chairpersons (ZPC). We do not see this as anything related to the development of state. This is just a vote buy policy of government at the cost of state exchequer. Teachers of schools are crying for salary, schools are waiting for better infrastructure, medical needs more doctors and better facility and rural Arunachal Pradesh is crying for better life but our government has no policy for all these issues. Only to make his six CHAMCHAS happy, he is spending lakhs of rupees.
As per recent Supreme Court verdict only a constitutional head can use red beacons which means ZPC’s cannot use red beacons. But our government has no fear for all this law and policies.

Gyawe Purang, as the name itself defines is enchanted with spring flower tree (Gyawe
in local language). It is a beautiful place situated in the heart of two villages
viz-
The said circle and it’s headquarter was created a decade ago with few General Administrative
buildings and 2 (two) Inspection Bungalows of PWD and RWD (one is now missing from
where it was erected), god knows where it went missing. However, all those buildings
are now in dilapidated condition. Every one may think, how is it possible that in
the short span of 10 (Ten) years building got damaged so badly and what is the reason
behind it? The big reason, I will tell you are the non-
This is happening since many years but the common people (aam aadmi) of the said circle are always keeping mum. It seems they are all easy going people and do not even bother to know the reason behind it. As a consequence, I do not hesitate to say that our circle will become skeleton circle, i.e, a circle without staffs and without development since its creation especially in the field of communication .In this regards, I opine that road connectivity to the circle headquarter from district headquarter is the top and vital agenda. Since, many years we have been hearing from reliable person that the road to said circle is in top priority list under NLCPR scheme. But in every financial year it never gets materializes. I have witnessed in recent years that huge number of link road of same scheme and PMGSY has given road connection to many other villages. But the circle headquarter of more than eleven villages are still crawling for such developmental work. Now the question is to whom should we blame? Is it the concern authority/ MLA of our constituency or the state government or we the people??? The common people need to know the reason and further they should not hesitate to demand for road connectivity to Gyawe Purang.

Rampant misuse of public money
At a time when country along with state is going through the worst financial crisis, much to the discomfort of ordinary citizen Chief Minister Nabam Tuki yesterday flagged off six Scorpio vehicles for the Zilla Parishad Chairpersons (ZPCs). It is claimed that these vehicles were provided for effective functioning of these leaders. The ZPCs who received the vehicles in the first phase were from districts like West Siang, Longding, Anjaw, Lower Dibang Valley, Changlang and Lohit. It is astonishing to see such rampant misuse of state exchequer like this.
The state government should know that ordinary citizens are suffering a lot due to paucity of fund. Many important developmental projects like civil secretariat, state assembly building and other major projects are not being able to complete on time due to lack of fund. How can state government waste public money for the luxury of six ZPCs? What is the need of providing such expense SUVs to them and how it will benefit public? The state government has to answer to the public. They just cannot close their ear and eyes.
